I have the honour to refer to my secret

air mail despatch dated the 17th of February, 1938,

regarding an application for a Nansen Certificate

and Visa for Mr. A.P.Soohorukoff a former Russian

subject, an Inspector in the British Municipal

Police Force, Tientsin, and to enquire as to the

cost of your secret telegram No.42 dated the 2nd

of March, 1938.

Mr. Soohorukoff has deposited $70 to

cover the cost and a refund will be made to him of

any excess there may be.
